Layers
Friction layers are what slows an intervention (grid, capex, regulation). Harm layers are what the intervention costs when it lands (water, extraction, displacement, concentration, lock-in). Polarity is shared --- 1 = unblocked / no harm, 0 = blocked / maximum harm --- so both can feed a single suffering-discounted leverage composite downstream.
